In terms of comprehensively implementing the policy system of fair competition, Liu Jun introduced that the General Administration earnestly implemented the newly revised Anti-Monopoly Law, formulated and issued five supporting regulations for anti-monopoly, such as the “Regulations on Prohibiting Abuse of Administrative Power to Exclude and Restrict Competition”. Focusing on the fields of engineering construction, public utilities, government procurement, etc., in-depth enforcement was carried out. Since 2023, 13 cases of abuse of administrative power to exclude and restrict competition have been investigated and dealt with according to law, and eight administrative monopoly enforcement talks have been conducted. The fair competition review system was implemented in depth. Since this year, a total of 163,800 new policy measures have been reviewed nationwide, and 452,000 existing policy measures have been cleared. More than 20,000 policy measures that hindered the unified market and fair competition were abolished or revised.

In terms of strengthening anti-monopoly and anti-unfair competition supervision and enforcement, he revealed that as of the end of August this year, the market supervision department had investigated and dealt with 17 cases of monopoly agreements and abuse of market dominance behavior according to law, with a total amount of fines and confiscations of 910 million yuan. The special enforcement action of “Guarding” against unfair competition was deployed.
