The Administrative Measures on List of Entities with Serious Illegal and Dishonest Acts in Market Supervision (hereinafter referred to as the Measures), which has been reviewed and approved at the 11th Executive Meeting of the General Administration of Market Supervision on July 22, 2021, is hereby promulgated and shall come into force as of September 1, 2021.

The Measures stipulate that misfeasors who have committed the following acts shall be put into the list of entities with serious illegal and dishonest acts: (1) unfair competition behaviors that seriously undermine the fair competition order, such as infringing trade secrets, commercial defamation, and organizing false transactions, and (2) intentional infringement of intellectual property rights; submitting abnormal patent applications and malicious trademark registration applications to thereby harm the public interests; engaging in serious illegal patent and trademark agency, and so on.
