The 2021 China Intellectual Property Protection High-level Forum kicked off in Beijing on April 23. Themed on "Strengthening Intellectual Property Protection in an All-round Way and Promoting the Construction of a New Development Pattern", this forum is one of the important activities carried out during the National Intellectual Property Publicity Week in 2021.

Shen Changyu, director of the State Intellectual Property Office, pointed out that the source protection over intellectual property rights should be strengthened. On the one hand, the quality and efficiency of intellectual property review should be continuously improved. According to the work plan, by the end of next year, the examination cycle for invention patents will be reduced to 16.5 months, the examination cycle for high-value invention patents will be reduced to 13.8 months, and the average examination cycle for trademark registration will be reduced to less than 4 months. At present, all works are progressing in an orderly manner, and relevant goals are gradually being realized. On the other hand, severe crack will be imposed on abnormal patent applications that do not aim at protecting innovation and abnormal trademark applications that do not aim at use, so that intellectual property protection can return to the original intention of system design and develop steadily.
