China Launches Pilot Project to Standardize IP Public Services in Nine Cities

To implement the Guiding Opinions on Accelerating the Standardization, Normalization and Facilitation of Government Services issued by the State Council, and to further improve the level and quality of IP public services, the Office of the National Intellectual Property Administration (CNIPA) recently issued a Notice on Carrying out the Pilot Work of Building Standardized Cities for IP Public Services, deciding to carry out a one-year pilot work of building standardized cities for IP public services in nine cities, namely Beijing, Shanghai, Guangzhou, Shenzhen, Changchun, Hangzhou, Changsha, Kunming and Suzhou.


It is understood that CNIPA will guide the pilot cities to carry out practical exploration in terms of standardizing, normalizing and facilitating IP public services, and comprehensively enhancing the effectiveness of IP public services, so as to achieve the unification of public service standards, the coordination of online and offline services, the interconnection and sharing of data and information, and the balanced development of regional public services. This will better meet the needs of innovation development and social public demand, form replicable and promotable experiences and practices, and provide practical experience for promoting the accessibility of IP public services in a larger scope, and continuously optimizing the innovation environment and business environment.


The notice requires that the pilot cities should formulate specific pilot schemes and work plans according to their local conditions, clarify the pilot objectives and tasks, refine the pilot measures and steps, implement the pilot responsibilities and guarantees. The pilot cities should strengthen organizational leadership and coordination, establish and improve work mechanisms, increase investment, give full play to the roles of various subjects, and form a joint force for work. The pilot cities should pay attention to summarizing evaluation and experience exchange, timely report work progress and existing problems, actively explore innovative achievements and methods, and provide reference for the standardization, normalization and facilitation of IP public services nationwide.
