CNIPA Pushes Pilot Project on Patent Open License System

In its recent session, the Office of National Intellectual Property Administration issued the Pilot Work Plan for Patent Open Licensing System (hereinafter referred to as the "Plan"). 

The Plan is positioned as the working measures of provincial intellectual property management departments to promote the transformation of patent licenses. With reference to the basic concepts, system design and related links of the implementation of the statutory open licensing system, relevant cities, enterprises, institutions and service platforms are organized to carry out pilot projects, so as to achieve multiple effects such as stimulating supply and demand, reserving projects, exploring experiences and improving policies. 

The Plan sets up three basic principles: adhering to market orientation, promoting service innovation and strengthening collaboration of policy. The plan also clarifies four pilot tasks: building a platform for publishing statement information, promoting the docking of supply and demand, achieving improvement in supporting services, and improving incentives and normative measures. It is expected that by the end of 2022, more than 100 institutions of higher learning, scientific research organizations and state-owned enterprises across the country will participate in the pilot and reach more than 1,000 patent licenses.
