The approval starts from now until August 1, 2023.

According to the Approval of the State Council on Approving the Temporary Adjustment on Implementation of Relevant Administrative Regulations and State Council Documents and Regulations in Pilot Areas for Comprehensively Deepening Innovation and Development of Service Trade, it is agreed to temporarily adjust the implementation of the Patent Agency Regulations and other relevant regulations in the pilot areas for comprehensively deepening the innovation and development of service trade from now until August 1, 2023.

That is, in Beijing, Nanjing, Suzhou, Guangzhou and other pilot areas for comprehensively deepening the innovation and development of service trade, Article 10 of the Patent Agency Regulations has been adjusted to "foreigners who have obtained a permanent residence permit for foreigners issued by the Chinese government and have patent agency qualifications in other countries are allowed to participate in the Patent Agent Qualification Examination, and the qualified applicants will obtain a patent agent qualification certificate issued by the Patent Administration Department of the State Council".
