On September 23, the Beijing Intellectual Property Protection Bill was submitted to the 33rd meeting of the Standing Committee of the 15th Municipal People's Congress for deliberation.

To meet the requirements of the new era, Beijing supports market players to explore intellectual property management measures and protection modes for new technologies and new formats such as mobile Internet, big data, artificial intelligence, quantum and cutting-edge biotechnology, and strengthen intellectual property protection for data and digital products. It also backs up the use of technical means to carry out supervision and inspection on key areas and places such as network platforms, exhibitions, large-scale markets, large-scale cultural and sports activities, discover infringement and illegal acts in time, and strengthen administrative supervision and law enforcement. 

The Bill proposes that: the network platform should fulfill its obligations of intellectual property protection; the protection of intellectual property rights on the data industry and the like shall be strengthened; strategic emerging industries will enjoy the convenience of patent application; chain industrialization intellectual property crimes shall be cracked down; also, the judges can hire "technical personnel".
